For Pembroke Travel Plaza: The construction has been completed and the Service Area is completely open with s Dunkin' Doughnuts and Burger King. We stayed for one night in truck parking though the lot did fill up quickly.

For Pembroke Travel Plaza: The rest stop is under construction. There are only disgusting porta potties. The gas station is open but has no restroom.
