For Juniper Campground: First there are no full hookups as stated on their website. The developed sites are crammed three sites into what looked like two sites originally. The three sites share two electric panels and four water spigots. The last 1.5 miles to Juniper campground was on a washboard gravel road. PiƱon campground is worse as it is up hill and that is where the dump station is which has an eroded ditch that you have to drive through. There is no phone, wifi, or any other kind of service. Nor is there any in the Town of Quemado, which is 20 miles away. The campground is on a bluff so the fishing is a downhill hike to get to the water. In the developed sites only the even numbered sites are first come first served. On the plus side the developed sites do have water and electric, which is unusual for a National Forest campground.

For Juniper Campground: A decent campground, wooded, near a very pretty little lake. The RV spots go quickly (first come first served), so be prepared to be self-contained. We arrived on a Thursday and there were no RV spots left. The RV sites are also pretty close together, which we don't like. The primitive sites are a little further apart, and the sites are level. Several of the sites can fit a 35 foot RV. Our 29 foot trailer did fine. I recommend you check out the Pinon campground about 1/2 mile up the road. It's less crowded and quieter, though a little further from the lake. There was no water when we were there, and the dump station was closed - I believe both were due to Covid-19.
